Changing your Facebook cover photo while keeping your likes, step by step
Open your Facebook profile
Everything happens from your profile in the Facebook app. Open the "Facebook" app, then tap your "profile", at the bottom right of the screen.
Choose "Select cover photo"
"Select cover photo" gives you access to your old covers. Tap your "profile picture" (or the cover), then in the menu tap "Select cover photo". Open the "Album" tab, then "Cover photos".
Pick an old photo and save
Reposition, then save: the old reactions are kept. Choose an "old cover photo" (it keeps its likes and comments). Leave "Share your update to feed" on or off as you prefer, reposition if needed, then tap "Save".
Check that the likes are kept
The cover is updated, without losing its likes. Once the cover is changed, open it via "View cover photo": you'll find the photo with its "original reactions and comments" intact.
Good to know
This method only works with "cover photos you've already posted": those are the ones carrying the reactions you want to keep. A brand-new image will start from scratch.

- Turn off "Share your update to feed" if you don't want to announce the change to your friends.
- Old cover photos stay in the "Cover photos" album on your profile.
